I don't know how you could wear a bra with the open front but like I said I'm just often surprised at what you captains don't think is slutty looking, hence my question, it's eye opening (and wardrobe freeing ).

Short update - the summer festival was great. I worked as a security gal for two hours from 11 P.M. to 1 A.M. (wearing the red skirt, but I had to wear the official - also red! - helper shirt instead of the black one), got chatted up by a few guys (who were mostly non-creepy and cool despite being drunk), went home and slept for a few hours, then went back in the morning to help with cleaning up. That was the best part - I got to lift, push and pull heavy stuff, I learned how to use a forklift and I got to chat with two other helper girls, one of which I swapped contact information with. I'll see them and the other helpers again in a few weeks - there's a "thank-you party" for all the helpers.
I was too tired afterwards to go to the hairdresser, I just went to bed and slept until 6 P.M., but I'm going out for a movie later in the evening, and will at least try out a new hairstyle.
@Joanna. Had I been thinking I just might have brought up that thing of driving a forklift. My Number Two drives a forklift on a daily basis from where I retired. That is what I miss most since I retired. Seeing all my Number Three, Four and Five. We had some very good conversations and some of their suggestions really worked with Number One: W.
I was in Pittsburgh at a bar and for two hours I couldn't think of how to join a conversations as the two women would frequently turn around and look at me. Finally as they were leaving I caught their attention and just to be funny I asked if either of them drove a forklift (as Number Two does) and yes one of them did BUT they just vanished into the night. I should have taken my own advise: THERE IS NO VIRTUE IN SHYNESS.

Go and pick out a sexy outfit, makeup, etc. Get ready and wear it.
Go to a local hangout spot. I'd recommend some kinda wine bar or something, but it could as easily be a coffee shop, etc. Somewhere that people your age congregate.
Hang out for an hour or so. Count the # of guys that approach you.
Pick a new outfit and do it again. And again. Take a week and find the look that works for you based upon empirical evidence.
If no-one approaches you after trying 3-5 times, work on your demeanour to be more approachable. But if it works, you'll know the kind of look that works for you.
I'm starting the first round of the experiment today. I wanted to start with the black dress that looked a bit like the one @neen suggested, but I tried it on and it's really loose around the waist - I must have lost a few inches since last year. So I'm wearing this one instead... the pattern is a bit hard on the eyes, but it's fitted and I can keep it on for salsa this evening.
@Maria, I also have "Balea Locken Styling Cream" in my hair (and a few drops of an organic, silicone-free and cheaper version of Moroccanoil). It's not completey dry yet, I'm curious how it will look when it is

Now that's a dress that accentuates your great figure and nice legs! The pattern is a bit loud, that's true - and the greater the need for you to wear lipstick and a bit of blush. You can make the pattern less overpowering if you don't try to tone it down: I think it actually calls for a bright red lipstick and red accessories (definitely earrings if you have some, bag or shoes).
Your soft curls look so glossy in this pic! I just thought glam Hollywood waves would look great on you. Just an idea for special occasions.

Lip pencil (I didn't have a really red lipstick... I'll have to buy one - this is becoming expensive, lol), blush (doesn't really show on the picture, although I feel like I used tons), red earrings.
Black open shoes with heels.
ETA: Can I just put more of the curl cream in my hair (it's starting to fizz again as you can see), or will that make it sticky? (I used two pumps after washing my hair...)
I mostly use the curl serum when my hair gets frizzy. Sometimes that's not enough, then I put in the curl cream, too. Doesn't get sticky with my hair.

Love the dress! Try some experimentation with accessories.....I'm not a 'red' fan of anything but that's just me. I like gold jewelry. Try pink sheer / nude gloss. Maybe a tan towel, if that's appropriate for your region. Look'in good girlfriend.
@Joanna, you are completely adorable. I say let your hair explode. It does not need to be contained. My hair is a different texture than yours, but I get the most compliments from men when I let it go wild.
Joanna, somehow, when I look at you, words like "Paris" and "Riviera" come to mind. Maybe consider a long strand of black beads? They work with nearly anything, and I think you'd wear them well.
